Abstract

Urban land basic standard price is regional average price of land use right of each urban land class unit of land use type or homogeneous land area at certain time. It is the basis of land price system in China and has to be renewed every two or three year. As the development of the reforms of urban land use regulation and housing distribution regulation, the urban land use and management have been made great progress in China. The function of urban land basic standard price has been changed accordingly. This paper has revealed the characteristics of urban land use and management after 21st century came, and discussed the renovation of urban land classification methods and the ways to renew urban land basic standard price. It has illustrated the relation between urban land classification and urban planning, land classification influences on the urban development and the research emphasis of urban land classification. Based on the urban land classification, the three approaches to renew urban land basic standard price have been introduced. Urban land basic standard price can be estimated through a capitalization method by separating the gains derived from land from production profit; and also calculated according to the data of real restate transaction prices. After the urban standard land system and land price index issue system are established, Urban land basic standard price can be renewed easily by using the data of previous urban basis land price and land price index. In order to realize the application function of urban land basic standard price, the paper has ulteriorly discussed its importance to study the differentiation of land prices, to select urban standard land, to balance the land price level between different regions. Urban land basic standard price is a very useful tool for government to optimum investment environment and carries out urban construction. As a statutory publicizing price, urban land basic standard price has played a key standard to make certain the lowest price of urban land use right transaction and protect state land income from peculation.
