Spatial Interlinking of Land Use Planning and Environmental Protection Planning From the Perspective of Ecological Civilization Construction
从生态文明建设视角，阐述了土地利用规划中“三界四区”与环境保护规划中环境功能区划及生态红线的内涵，基于环境承载力评估分析两者衔接方式，并讨论生态红线对“三界四区”的调整。
There are two overwhelming tasks for ecological civilization construction in China, i.e., optimizing the national spatial development pattern and strengthening the protection of natural ecological system and environment. Meanwhile, with the introduction of new-type urbanization planning, urban-rural construction will result in even greater environmental impacts in the future. From the perspective of ecological civilization construction, this paper elaborates the connotations ofthree boundaries and four areasin land use planning, and environmental function zoning and ecological red line in environmental protection planning. Then, how to interlink thethree boundaries and four areas with environmental function zoning is analyzed based on the evaluation of environmental carrying capacity. According to the division of ecological red line, fine adjustment ofthree boundaries and four areasis finally discussed. This study may provide useful reference for the formation of land use planning and environmental protection planning, and the effective interlinking in the process of implementing these two plans.
