PPRD regional cooperation is an innovational mode of inter-provincial and different regional economic integration.Guangdong's bi-transfer strategy is a typical local government intervening conduct under present administrative district system.These two strategies were time series correlation when they started.They have some common strategy goals and spatial extent and so it comes into being policy-synergy effect in intersectional and overlapping field.The paper compares the industrial structure effects of different regions' so as to identify how the integration economy and administrative region economy to rebuild the special framework.Data analyze shows the policy effect which stems from Guangdong double transfer strategy is stronger than from PPRD regional cooperation's,the industrial transferamong the Guangdong Province shows more evidences.
