基于1997年统计数据，从规模和结构两方面综合评价中国各地区第三产业发展水平并进行分类，为不同类型地区提出发展建议。
Based on the statistical data in 1997,this paper gives a comprehensive evaluation to the development of the tertiary industry of all regions in China from two aspects: scale and structure, and also gives it a classification. For different types of regions, different advice are put forward on the development of their tertiary industry.
