Efficiency Estimation and Implications of Using Land Supply Control Indicators to Guide Industrial Carbon Emissions
基于数据包络分析模型,评估了利用土地供应政策引导工业碳排放的效率,发现总体效率偏低,主要原因是规模效率不足,并针对不同行业提出了优化策略。
Land supply control which pays more attention to the economic output of land use does not necessarily guide industrial low-carbon emissions. Based on data envelopment analysis model,establishing input-output index of efficiency analysis,this paper estimated the efficiency of using land supply policy to guide industrial carbon emissions. The results show that:( 1) The general total efficiency values of using land supply policy to guide industrial carbon emissions are small,and the total efficiency value of telecommunications equipment,computers and other electronic equipment manufacturing is 1.( 2) The technical efficiency values of using land supply policy to guide industrial carbon emissions are ideal,and the technical efficiency values of 11 industries are 1.( 3) The main reason of the inefficient total efficiency is the imperfect scale efficiency of using land supply policy to guide industrial carbon emissions,and the scale efficiency values of capital and technology intensive industries are large. In order to improve the total efficiency of using land supply policy to guide industrial carbon emissions,input-output optimization of land supply to guide industrial low-carbon emissions were designed. And then the optimization strategies of land supply policy which can help to improve the efficiency of industrial carbon emissions and accelerate low-carbon transformation of industries were analyzed according to the features of the capital-technology intensive industries,capital intensive industries and labour intensive industries.
