The enterprises clusters is a sort of enterprise population where every enterprise produces homogeneous products and related products.The theories of the formation mechanism of industrial clusters is mostly focused on the functions analysis of mature clusters,but do not answer the clusters how to bring.China's enterprise clusters as the background,to begin the viewpoint of the economic ecosystem,comprehensive use the theories and methods of economic geography and management disciplines,the paper analyses the formation mechanism and initial conditions of small and medium-sized enterprises clusters,and its main content and viewpoint are: ①Cluster with the industry,product features and market conditions;②start-up enterprises is clusters seedor the necessary conditions;the source of start-up enterprises is the complexity,and location choices have tendency;③history and tradition,natural resources,the system,regional culture and government behavior,and so is environmental factors of clusters formation.Meantime,regional system culture have more direct and important function;④various conditions factor is interdependent relations,and clusters is bred by complex methods of combination,but environment factors play a role through start-up enterprises.Finally,by the analysis of non-ferrous metals enterprise clusters at Dazhou town further test a theoretical hypothesis.
