The Issue of Rural Environmental Infrastructure Construction on a Perspective of Balance of Urban and Rural Development
本文阐述了农村环境基础设施建设的问题，借鉴国外经验，提出明确政府责任、建立统一公共财政体系、多元化供给机制及创新建设管理与服务模式等对策。
The environmental infrastructure, meaning the facilities of water supply, sewage treatment and waste disposal etc., is the material basis for improving living environment and quality of life. After expounding problems of rural environmental infrastructure construction as well as some relevant experience abroad, the paper suggested solutions on the issue, including cleaning the government’s responsibility, establishing a unified system of public finance, a wide range of mechanisms and models for supply, and making the mechanism innovation of construction management and service delivery on rural area, and so on.
