As the first element which influences city development,land issue is of vital importance.Jiaozhou Land laws and Taxation of Germany occupied Qingdao combined western land theories and Chinese reality,which foresaw and controlled the hidden crisis such as monopoly and speculation in the course of the city development.As a result,Jiaozhou Land Laws and Taxation worked the Qingdao wonder,set an example for Chinese modern city development,accumulating experiences and also affecting the city developments of the world.Qingdao land affairs showed higher scientificity and practicability,having the extensive adaptability within the scope of world with the lasting vitality,and Qingdao's development illustrated the deep connection between land affairs and city develepment.Therefore they still have referential significance even up to now.
