The Second Generation First: A New Way to Improve the Urban Household Registration Poling in China
本文提出“第二代优先”的户籍调整思路，即让符合条件的流动人口子女先于父母获得城市户籍，以缓解户籍改革难题，促进社会和谐。
The improvement of urban household registration policy,which have a vital strategic significance for not only planning urban and rural development as a whole,and also promoting social harmony,are very urgent.Based on full analysis of difficulties met during household registration system reform at present,the author raises a new idea the second generation first about urban household registration policy adjustments which means migrant children obtain permanent residence in cities ahead of both parents,if preconditions that their parents have been employed in cities and living up to a certain number of years are met.This policy can be well linked up with existing city residence transformation policy with high feasibility,and is expected to have active influence on floating city population management,the second generation floating population growth,employment normalization and other problems.
