The paper puts forward the concept of consistency of regional development and technology, and focuses on economic return indicator in this regard. Begin with the measure of economic return indicator of consistency of regional development and technology of China's western area, the paper calculates relevant statistics and analyzes four characteristics and factors that bring about such characteristic. Meanwhile, the paper gives recommendation on some issues occur in the structural disparity in technology level of return on investment in China's western development, and points out that it's not only necessary, but also profitable to introduce high-tech projects to western area.
