Stakeholder Analysis(SA) is a policy-make approach to solve multi interests and objectives.During the period of the social transition,it is crucial and indispensable to applying SA approach in the scenic area planning process.Taken Wulingyuan as an example,after stakeholder inventory,this article uses stakeholder matrix to illustrate their interrelationship.It also identifies the primary stakeholders and applying into the planning and action decision.
