Building the Implementation Mechanism of the Reform of “Streamlining Administration to Strengthen the Power of the Town”: Based on Consideration of the Dilemmas of the Reform
研究了放权强镇改革中乡镇经济社会管理职能从权小责大向权责一致转变的进展与困境，提出从形成变革共识、精简行政体制、转移职能、保障执法权威和强化政府控制力等方面构建实施机制，以推动改革在制度和法律层面顺利推进。
The reform of streamlining administration to strengthen power of town makes town′s economic and social management functions change from small rights but big responsibility to the same rights and responsibility,which has achieved substantial progress.However,the reform still encounters many dilemmas.Therefore,we must building implementation mechanism of reform of streamlining administration to strengthen power of town from many aspects,which includes forming a consensus for change,streamlining administrative system,transferring functions of position,protecting authority of law enforcement and strengthening power to control government,in order to make reform carry out smoothly in institutional and legal aspects.
