分析了内蒙古中部经济区在矿产、社会经济和地理位置上的优势，以及水资源、生态环境和二元结构等制约因素，提出了设立经济技术开发区、完善协调机制等发展战略。
This article submits the proposal of setting up the economic and technological development region, setting up a special organization for the developmental coordination plan, drawing up, implementation, management and coordination of the Mid-Inner Mongolian economic region, improve the system of mechanism, extend the city region and giving priority to the development of rural area education, etc. For speeding up the strategy of developing the Mid-Inner Mongolian economic regions by expounding the importance of increasing the development of the Mid-Inner Mongolian economic regions, analysing its superiorities of minerals, social economic terms and geographrical location as well as the restrictive elements of water resources, natural ecological environment and dualism-structure.
