INSTITUTIONAL EFFICIENCY AND SCALE EFFICIENCY EVALUATION OF CHINA NATIONAL SOFTWARE BASES :DEA METHOD
使用DEA方法评估中国11个国家软件基地的制度效率和规模效率，发现基地数量过多、地方政府分割和缺乏合作是影响效率的关键因素。
This article uses DEA method to construct models to evaluate institutional efficiency and scale efficiency of China 11 national software bases, by the results of this research, we obtain the following conclusions: the development strategy of China software parks should take the concentration way, the number of national software bases is still too many now; uniqueness and institutional environments are the keys to be efficient; splitting by local government and the lack of cooperativeness between adjacent software parks are the most precarious factors affecting efficiency; the most urgent tasks for western software bases are to fasten its intuitional construction, but for southern and eastern ones, they are recourses integrations.
