Problems Confronting Franchising in Current Privatization of China's Public Utilities

In the marketization of urban public utilities in china,franchising is currently confronting by some major problems,such as lack of government supervision,government promises being broken,ineffective and irrational pricing mechanism,poor contract design,and lack of laws and regulations.A task of top priority is to tighten government supervision,improve the mechanism of pricing and contract design,establish a rational institutional system in order to promote privatization of china's public utilities.
