Abstract

Based on the basic theory and principles of ST management,it analyzes 4 malpractices in the shoulder task for the chief of scientific research division,such as limited professional knowledge which is hard to meet the requirement of ST management function,lack of ST management knowledge which is unable to increase the management efficiency,unfair competition in professional research,and restriction to the initiative of professional ST managers. It puts forward the suggestion to separate the academic management function with administrative function,to establish ST management contingent with professional persons as its main body,to create a double ladder promotion mechanism with professional channel and administrative channel. It also points out 5 countermeasures to strengthen the management qualifioation training for the shoulder task of chief of scientific research division,and political education to improve ST management efficiency.
