THE FOREIGN STUDIES OF TRANSFER OF DEVELOPMENT RIGHTS: A LITERATURE SURVEY
回顾过去40年国外关于发展权转移的研究，总结其在美国作为成熟政策工具的应用条件与成功要素，为中国土地利用与规划提供借鉴。
The purpose of this paper is to recall the foreign studies of transfer of development rights during the past 40 years so as to give some advice to land use and planning in China.Methods of documentation and comparison were employed.The results show that though the success of TDR depends on various conditions,it has been applied in the U.S.as a mature policy instrument.It is concluded that the application conditions and successful elements of TDR deserve further studies so as to optimize the allocation of land resource in China,and the approach of TDR program should be introduced into China.
