The development of tourism reguires a characteristic tourism program. With outstanding characteristics, the attraction and competition of tourism and scenic spots will be greatly increased; Where's, without striking characteristics, it will result in repetitive construction and waste of resources and investment. Lack of characteristics is also an existing defect in some tourism programs. So it is strongly suggested that more items with characteristics should be added in General Rules of Tourism Program and an expert group composed of multiple subjects should be founded to ensure the accomplishment of a tourism program with prominent characteristics and high standards.
