THE CHARACTERISTICS AND SPATIAL DIFFERENCES OF BASIC PUBLIC SERVICES OF CITIES AT PREFECTURE LEVEL AND ABOVE IN CHINA
基于教育、卫生等7个一级指标和29个二级指标，用熵值法分析286个城市，发现基本公共服务质量整体不高、东高西低阶梯递减、高值城市集群分布，且与城市经济和规模正相关。
Improving the equal access to basic public services is a very important project for our country to develop our harmonious society.This thesis is based on the connotation of the basic public services,and accompanied with seven first-level indexes as standard,which is education services,culture,health services,information service,the ecological environment,infrastructure services and social security services.Further more,29 second-level indexes also support the public service quality and the indicator system of our country.In this article,entropy was used to analyze 286 cities(except for Lhasa) in our country.The final results indicate four notions as follows: The gap of the basic public services between different cities is obvious,and the qualities of the basic public services in all these cities are not very good;and there is marked differences of the Basic public services quality among the cities,as it shows a single step down from east coast to the west of China;and moreover,cities with high standard of Basic public services shows itself cluster distribution,which is just fit for the distribute of the big cities;last but not least,it is positive correlations between the development of Basic public services of our country and the development of our city economy;there is correlations between the Basic public services of our country and the city scale;the single point of the Basic public services is not balance.
