Connections between Urban and Rural Areas and Strategic Issuesin Balancing Urban and Rural Development
基于城乡联系理论和新中国城市化历程,提出统筹城乡发展需重视三个战略问题:主观意愿与客观规律的矛盾、政府角色与职责的界定、城市化定位与路径选择,并给出政策建议。
Traditional economic theories about connections between urban and rural areas can be generally summarized into three main aspects: cities are predominant, countries are predominant, and, cities and countries are interactive and incorporated. Urbanization theory of new classical economics and new economic geography adds new insights to the theory of connections between urban and rural areas. Based on the theory of connections between urban and rural areas and an historical investigation on the relations between urban and rural areas and also a survey on the urbanization process since the founding of New China, this paper puts forward that three key strategic issues should be attached great importance when balancing urban and rural development: the contradiction between subjective intention and objective law, the determination or clarification of the governments' role and duty, the position of urbanization and its path selection. Finally, directive policy suggestions with analysis are proposed to deal with the strategic issues.
