Innovation is the key of county-level cities in a healthy, steady and speed-up development in the new era. It can be streamed into three lines as mindset innovation, institutional innovation and management innovation. Mindset innovation here is to see the city from its region or in a global view, for example, the city construction should aim itself to function better for all people who might be related to. Institutional innovation is very important to readjust the relationship between governments and enterprises on provision of public goods and quasi-public goods so as to keep the city move steadily and efficiently. Management innovation includes making full use of city planning as a pilot to regulate the process of city construction with respect to a healthy, steady, and speed-up city development.
