Governance of Regional S&T Innovation System Under the Multi-level Governance Framework——Theory,Practice Comparison and Implications to China
以多层级治理理论分析苏格兰与长三角的区域科技创新治理，比较制度安排与运行机制，为中国区域科技创新体系治理提供政策启示。
Multi-level policy structure,fragmental institutions and different interest of multiple innovation actors have brought regional STI governance new challenges and problems.With multi-level governance theory as the main analytical framework,by using Scottish STI governance experience,it analyzes institutional arrangements,operating mechanisms of multi-level governance system and function of policy integration and coordination for regional innovation based on the comparison of Scottish and the Yangtze river delta.Finally,it provides policy implications for the application of multi-level governance mode in the Chinese regional STI system governance.
