Construction of Distribution Mechanism of the Land Value Increment by Non-Agriculture Use of Farmland Through Process of Urban Development——Based on Rights Contributed
针对农地转为非农用途产生的巨大土地增值，提出以权利贡献作为分配基础，分析各主体权利驱动机制并给出价值计算方法，构建更公平合理的收益分配体系。
The huge land value increment because of farmland changing into non-agriculture use,is becoming the key balance point between government,society and farmer.People have different opinions on the land increment income distribution system.Under the balance between public and private,reasonable distribution,this paper raise the contributed rights as the distribution base of the land value increment,utilizing the presentation and essence analysis to find out the driving system of sub-rights and farmland increment income from each side,and providing the computing method of sub-rights value.More reasonable and fair farmland increment income distribution system is constructed,taking into consideration of the efficiency and fairness in farmland change.
