From "administrative communities" to "civil communities"—— Analyzing secular trends in Chinese urban "community building"using comparative methods

The developments of the Western urban were driven by a dynamic dual impetus system. Owing to lack of participation, community building pushed forward by the government faced a dilemma in China. Officials should draw lessons and experiences from the evolvements of impetus system in the Western urban community development.To enlarge participation in the urban is of vital importance and feasibility to Chinese urban community building. As a result, the civil communities will be conducted and lead to civil society, paving the way to both developments and democratization in this country.
