The Construction of Urban Agglomeration in Jiangsu Coastal Areas and Innovating of Governance Model——from Administering Administrative Divisions to Regional Public Administration
研究了江苏沿海城市群建设中行政区行政造成的制度障碍，提出转向区域公共管理、促进地方政府与社区合作、构建政府引导的合作机制是出路。
Building urban agglomeration in Jiangsu coastal areas is an important strategy to expanding regional advantage and industry advantage of this district and coordinating the economic development of Jiangsu.However,the administrative economy which arises from administering administrative divisions significantly slowed the pace of urban agglomeration construction and has became an institutional obstacles.Thus,reforming the governance concept and substituting administering administrative divisions for regional public administration will be a best way out.On this basis,promoting the co-operation between local governments and local community and building the government-guiding cooperation mechanism will be an inevitable choice for constructing the urban agglomeration in Jiangsu coastal areas.
