Dynamism is the radical power which obtains the sustained competitive advantage of industrial cluster and drives its development.The inner dynamism can bring endogenous competitive advantage with local embeddedness which is full of essential resources.Government behaviors and competitive environment which construct the external dynamism can bring exogenous competitive advantage make.Based on the analysis of cluster dynamism,cluster governance(inner development) combining cluster policy(external guide) forms a new mode to develop our country's clusters.
