Study on Development of County Urbanization Under the Background of the Industrial Transfer:A Perspective of the Local Governments' Behaviors
基于广东云浮市县域经济调查，从地方政府行为视角分析产业转移对县域城镇化的影响，发现财政激励和主体功能区划导致政府偏好资本密集型产业和房地产，虽推动城镇化但限制农村人口吸纳。
Recently,industrial transfer from developed regions to inland bring new opportunity for development of county urbanization.Based on county economic survey of Yunfu city,Guangdong province,this paper analysed the influence of industrial transfer on county urbanization in the perspective of the local governments' behaviors.Results reveal that under the fiscal incentive and county major function oriented zoning practice,county governments have a tendency to develop large capital intensive industries,construction industry and real estate sector,and showing the spatial tendency to concentrated in county town and some major towns.Industrial transfer provides a strong economic power for county urbanization,and promotes the urbanization pattern development of county town as leading factor,major town as underprop.Rural labor,especially the return migrant quicken the pace of transferring to non-farm activities.However,the capital intensive industries restrict the ability of absorbing to the rural population,this is detrimental to the progress of urbanization.
