THE "CITY GOVERNING COUNTY" SYSTEM:BASED ON THEORY OF PRINCIPAL-AGENT
运用委托代理理论分析中国市管县体制，指出市县在历史、设置模式、行政方式上的差异导致城市化进程中的矛盾，并探讨了省、市、县三级委托代理关系的合理设置与职能界定。
The governing system is one of the key issues in reform of administrative region,which is now to be resolved via the basic thinking of and dissolving township in China.Analyzing by theory of principal-agent,city and county serve as two levels in the principal-agent relationship of government and belong to the categories of urban and rural administrative divisions respectively,with many differences between them in history,setting patterns,administrative modes,etc.It is no wonder that there are many contradictions and conflicts in the urbanization process in the country.And it is unilateral to put them in opposition by means of prospering county while weakening city or prospering while weakening county.In process of urbanization,the reform of governing shall neither ignore the radiation effect of central to totally weaken in a flat structure,nor follow the used administrative mode to treat county as a subjection to city.Setting up the principal-agent relationships between levels of province,city and county rationally and defining function ranges of the levels of and county scientifically,may be the correct way for the existing problems such as blocking or overrunning county.
