To carry out sustainable development, social economy must depend on the continuous progress of science and technology on the premise of resources and environmental sustainable utility. There have not only theoretical disagreement and discordance of the words and deeds, but also practical obstacles and policy errors. The article discusses these above questions. It is also referred that we can't and shouldn't neglect resource's situation, and the development of the world economic pattern in the 21st century are still restricted and guided by resources and environment.
