Analysis on Land Revenue of Local Governments and Corresponding Policy
从宏观和微观层面分析城市土地与土地收入的本质，指出因稀缺性和外部性，土地增值收益应归公共所有，并提出以综合评估取代价格导向招标、恢复房产税等政策建议。
This paper analyzes the essence of urban land and land revenue at both macro and micro levels. Due to scarcity and externality,land incremental benefit should belong to the public. In order to restrain rapid appreciation of housing price,price-oriented bidding should be replaced by comprehensive evaluation for land granting,and house property tax should be restored.
