EXPERIENCES AND ENLIGHTENMENTS OF TOURISM COOPERATION AND DEVELOPMENT IN SPECIAL AREAS: A CASE STUDY OF GUANGDONG-HONG KONG-MACAU AREA

The Guangdong-Hong Kong-Macau Great Pearl River Delta Area, with its rich and different tourism resources and products, has developed three ways of tourism cooperation and five independent and interrelated sub-regions during the past three decades. The tourism cooperation in Guangdong-Hong Kong-Macau area is a process of forming the tourist spatial system with different levels, close relations, complex structures, and rich contents through the interaction within its sub-regions of different characteristics, hierarchies, structures, and levels. The forms and contents of tourism cooperation in Guangdong-Hong Kong-Macau area include tourism resource-product-market joint development, tourism transportation-facility-information system co-construction, tourism policy-system-management collaborative communication, tourism talent-technology-capital flow and integration. Enlightenments provided by the tourism cooperation in Guangdong-Hong Kong-Macau area are as follows: firstly, due to the regional complexity and diversity of Guangdong-Hong Kong-Macau area, opportunities and challenges co-exist, and its tourism cooperation has made great achievements; secondly, the market mechanism and government coordination are both necessary in tourism cooperation; thirdly, the three ways of enhancing regional tourism cooperation are advancing its development goal, optimizing its spatial structure, and improving its regional function.
