Industrial clusters are attracting many country attentions because of its sustaining innovation capacity,and the emerging cluster based policy has been accepted gradually by many countries because it can improve the performance of innovation. Based on the introduction and analysis of the cluster based policy implemented in OECD countries,it puts forward some suggestions for the development of china's regional economy.
