Coordinated Development of Urban Agglomerations:Connotation,Conceptual Model and Realization Paths
本文界定了城市群协调发展的内涵，提出其是在内外力作用下系统秩序逐步建立、整体发展能力不断提升的过程，并给出了基于战略规划、政策法规、空间治理等七个方面的实现路径。
Urban agglomeration is a group of cities that closely contact with each other in certain region.There are spatial structure and different functions in these cities,which have common profit objectives and corresponding behaviors.The coordinated development of urban agglomeration is a process that the system order is built gradually and the overall development abilities are enhanced constantly under the dual functions of the endogenous and exogenous powers,including the follow aspects.Fist,every city in the urban agglomeration open up to each other,forming environment that is in favour of free flow and optimizing configuration of resources and production factors,as well as functional differentiation with industrial division and cooperation as the main content.Second,by selective preference of consultation or government promotion,these cities build close economic ties and relationships of interdependence and interactive development.Third,by equal consultation among cities or the arrangement of superior government,they try to solve public problems such as traffic,communication,resource exploitation,environmental protection that cross regions,and reduce transaction costs.The realization paths of the coordinated development of urban agglomeration are based on strategies and planning,policies and regulations,spatial governance,the managements of ecological environments,flows of production factors,cross-regional developments of enterprises,and industrial division and cooperation in the urban agglomeration.
