Ecological Compensation for Farmland Based on Farmers' Willingness to Accept in Ecological Function Area:A Case Study of Macheng in Hubei

Abstract

Based on the practical investatigation in Macheng, from the perspective of opportunity cost of the environmentfriendly agriculture and the farmers' willingness to accept, the compensation criterias are quantified. On this basis, the influential factors about farmers' WTA are tested by Tobit model. The result shows that:(1) In econimic compensation of protection cultivation,84% and 70.67% of the households surveyed want to reduce the proportion of fertilizers and pesticides.(2)With the decrease in the proportion of fertilizers and pesticides from 10% to 50%, farmers' WTA are respectively increased 7 250 Yuan,9 815 Yuan from 1 125 Yuan,3 600 Yuan per hectare per year, farmers' opportunity cost are respectively increased 6 298 Yuan, 9 321 Yuan from 688 Yuan, 2 808 Yuan per hectare per year. In the same reduction of proportion, farmers' WTA and opportunity cost for reducing the use of pesticides are larger than those for reducing the use of fertilizers.(3)The variables of the proportion of agriculture income, knowledge of the ecological environment of farmland and expecting to improve the ecological environment of farmland or not have positive significant effect on the WTA of compensation for reducing the use of fertilizers, while the variables of age and household'cash income have significantly negative effect on the WTA of compensation for reducing the use of fertilizers. The variables of level of education, distance from the town and expecting to improve the ecological environment of farmland or not have positive significant effect on the WTA of compensation for reducing the use of pesticides, while the variable of household'cash income has significantly negative effect on the WTA of compensation for reducing the use of pesticides.
