The core idea of Carbon balance is to ensure human activities having a balance between the releases and absorb of carbon dioxide,without increasing burden for environment.Low Carbon is not only a concept,but also a reflection the harmony of the ecological city.This article through regulatory plan′s control factors builds a carbon balance model,providing a basis for managing and some management approaches for the cities,even the whole society.Based on the research of the applications of balance carbon method in regulatory plan,this article is in view of methods about the purpose of achieving ecological city in carbon planning management level.
