The Fiscal Expenditure Competition and Its Influence Factors between Zhejiang’s County Governments
利用浙江省58个县2003-2012年的面板数据，检验了县级政府间是否存在财政支出竞争，发现存在明显竞争且人均支出增长率收敛于1.8%，但东西部地区趋势不同，医疗水平、贸易开放度等有显著影响。
Economic development and fiscal structural reform has spawned fiscal expenditure competition between local governments of our country. Based on the theoretical analysis,this paper builds a β-convergence measurement model to inspect whether there exist fiscal expenditure competition between local governments. And using balanced panel data including 58 counties of Zhejiang Province from 2003 to 2012,we conduct an empirical research. Results suggest that there has obvious expenditure competition between county governments of Zhejiang province. And the growth of per capita fiscal expenditure is converging at the rate of 1.8%. The growth of per capita fiscal expenditure between county governments within the west and north regions of Zhejiang province are converging at the rate of 3.3% and 2.9%.However,the growth of per capita fiscal expenditure between county governments within the east and south regions of Zhejiang province are showing divergent trends. In consideration of the factors of economic,society and politics,the county itself also exist convergence of fiscal expenditure. The Medical standards,trade openness,per capita revenue and other influence factors have significant impact on the growth of per capita fiscal expenditure of county governments.
