SCI Paper has a great influence in the world and it takes an important role in scientific and technologic evaluation in China. In recent year,SCI Paper also becomes the important index of Academic performance and many scholars pay much attention to it. In this paper,the quantitative method for evaluating the academic performance of the biology fund projects in Taiwan is described systematically. The evaluation includes not only academic paper but also non academic paper such as patentand technology transfer,on the other hand it includes not only SCI paper but also the non SCI paper such as the paper published in China;this method could not only roundly evaluate the scholars performance but also keep the excellent paper published in China,it could improve the Academic level of Chinese journal. This method will provide great help for formatting scientific and technologic evaluation method in China.
