构建了国家高新技术产业园区经济回报的评价指标体系，并提出了改进的神经网络模型（使用自适应学习率和动量因子）来模拟专家评价，避免主观错误，模拟结果令人满意。
The state high-technology parks have been the new place for China's economic growth in recent years.In this paper,on the basis of building evaluation index system of economic returns of state high-technology park,we propose the improved neural networks evaluation model(using the adaptive learning rate,momentum factor).It can simulate evaluation made by the experts and avoid subjective mistakes.The results from the simulation are satisfied.
