THE PROBLEM COUNTERMEASURE OF HUMAN RESOURCES DEVELOPMENT IN RURAL SMALL AND MEDIUM- SIZED ENTERPRISES OF HUNAN PROVINCE
通过问卷调查分析湖南省农村中小企业人力资源开发存在的问题,从政府、企业和员工三方面探讨原因,并提出完善法律支持体系、将人力资源纳入财政保障等对策。
Hunan rural small and medium-sized enterprises(SMEs)play an irreplaceable role in the development of the whole province’s social economy.Due to their small scale,low barrier of capital and technology,low marketshare,remote location,these enterprises find it very hard to employ and retain human capital.Human resources become the bottleneck of rural SMEs in Hunan.In order to make an in-depth analysis,this paper carries out the method of questionnaire to explore problems existed in Hunan rural SMEs’ human resources.We investigate reasons from government,enterprises and staff,and propose some suggestions,including establishing and improving the legal supporting system,putting improvement of human resources into the financial security system in the government,changing the responsibility for business owners and strengthening the staff 's consciousness for training.
