Cost Estimation and Cost Sharing Mechanism for Citizenization of Migrant Workers in the Twelfth Five Year Plan Period:A Case Study for the Major Inflowing Area of Ningbo
以宁波为例估算农民工市民化成本，发现地方政府需为每位农民工投入13507.4至25507.4元，并设计了中央与地方政府的成本分担机制。
In this article,the costs for citizenization of migrant workers are estimated,taking Ningbo,the major inflowing area,as an example.As shown by the calculation,the local government would input 13507.4 ～ 25507.4 Yuan for every migrant worker on average if the equivalent public services as the indigenous citizen would be provided.Based on this,the mechanism for sharing the costs between the central and local governments is designed.The inputs from the central government should focus on the areas with mass across-province immigrants,while the enterprise play the supporting role in the fields of lawful right safeguard,training,social insurance,and housing.
