STUDY ON COMPARISON BETWEEN CHINA AND FOREIGN COUNTRY ON THE MODE OF "WATER BANK"
比较中外水银行模式，指出其本质是借鉴银行机制，通过存储和借贷水权实现水资源高效配置，并强调政府可通过监管和利率调节保障合理利用，对南水北调工程有参考价值。
According to comparison between China and foreign on the mode of bank,the paper puts forward that the modes of water bank for groundwater and surface water all use banking for reference in essence,i.e.,taking water bank as intermediary organs,it may store supernumerary water right and get interests for water right owner,and it may loan water right for water demand by interests payment.It is most important that government may insure high-efficient utilization and rational allocation of water resources though the macroeconomic control methods of supervision,adjusting interest rate and so on.It is most significant for the project of water transfer from the south to north.
