Study on Differentiated Management of Construction Land Based on Factor Contribution Rate: Taking Wuhan Urban Agglomeration for Example
利用2001-2012年武汉城市圈39个县市的面板数据,估算建设用地对经济增长的贡献率,并据此划分四类管控区,提出总量控制和差别化控制的管理模式。
In this paper, the contribution rate of construction land in urban agglomeration to the economic growth is estimated by using the panel data and extending C- D production function of 39 county units in Wuhan Urban Agglomeration from 2001 to 2012. Considering the factor contribution rate and the construction land intensive level, this paper divided the management control area of construction land and on this basis put forward the differentiated management mode of total amount control and differentiated control. The results show that(1) the contribution rate of construction land, capital and labor is 6.07%, 17.68% and 62.18% respectively, and the investment of land has a significant contribution to Wuhan Urban Agglomeration's economic growth, and is temporarily difficult to be effectively replaced by capital and labor;(2) there are obvious differences in the contribution rates of the 39 county units in Wuhan Urban Agglomeration, with the highest being 45.54% and the lowest being only 0.30%;(3) according to the factor contribution rate and the intensive use level of construction land, Wuhan Urban Agglomeration was divided into four types of control areas, namely the priority supply area, key supply area, moderate supply area and potential excavation area;(4) in order to make the policy more operable and practical, the differentiated management of construction land can be designed on the basis of the control area and achieve by two aspects of total amount control and differentiated control.
