This paper analyzes the severe challenges presented in the process of economic and social development in Three Gorges Reservoir Area of Yangtze River, investigates the relevancy between city function and tertiary industry, and then brings forward the significances, thoughts and solutions of giving priority to the development of tertiary industry in order to resume, reconstruct and exert the city function in Three Gorges Reservoir Area of Yangtze River.
