RELATIONSHIP BETWEEN REGIONAL ECONOMIC SECTOR DEVELOPMENT AND SUSTAINABLE LAND USE
研究了中国经济发展和投资增长对耕地转为非农用地的影响，发现效率在提高；预测加入WTO后部门结构变化将导致耕地减少和污染加剧，并提出可持续土地利用政策。
According to the analysis of the effects of economic development and investment increasing on farmland use changing to non-agricultural land use, which is respectively described as ΔGDP/ΔCA and ΔFI/ΔCA, the authors find that the efficiency of farmland use changing to non-agricultural land use in Mainland China. ΔGDP/ΔCA is decreasing from 1.575 in 1980-1984 to 277.778 in 1992-1997, and while ΔFI/ΔCA from 0.541 to 103.237. Based on the analysis of relationship of regional economic development and sustainable land use by modeling economic development and decreasing farmland quantity in China, a deep study has been done on relationship between regional sector development and land use structure change in regional economic operation system. Now China has become a member of World Trade Organization (WTO) from December of 2001, China will have remarkable land use change caused by economic sector development. According to the predications finished by Chinese Academy of Social Science, the ratio of agricultural sector domestic production in GDP will decrease by 0.3%, and that of service domestic production will increase by 0.3% from 2001 to 2005. Although fewer changes will take place, the inner sector structure for agriculture, industry and service will change much. Because of rapid industry development and urbanization in China, there will be a trend of obvious fluctuant decrease in farmland, and the pollution cause by land use change will become more severe than before. Given that, the authors think that regional economic sector development should be based on regional sustainable land use. At last, the policy system of sustainable land use is given to realize sustainable economic sector development in China. The policies include: adjusting land use planning according to new sector development strategy; adjusting agricultural sector structure to realize sustainable development of land eco-economic system; improving the efficiency of urban land use; strengthening land registration to reserve enough agricultural land; decreasing farmland changing to non-agricultural land use by improving the efficiency of non-agricultural land use and increasing land use costs by developing land market.
