Nowadays, Chinese society is experiencing an unpretending constructive change, the management of community has become a great component of the management of city. Whether the urban community management system is proper to the requirement of development, which relation to the urban society's stability and the resident's benefits. Community management isn't short of management host, the development of politics and economic demand that the management actors become plural, and coordinating the relationship between the management actors is an important component of the urban community management system. Essentially this paper is researching the coordination between Party's power,administration's power,society's power, the purpose is to promote the relationship between the country and society.
