PARTNERSHIP—ORIENTED INTER—CITY COOPERATION IN THE YANGTZE RIVER DELTA REGION——A CASE STUDY ON THE FORUM FOR THE COORDINATION OF URBAN ECONOMY OF THE YANGTZE RIVER DELTA REGION
以长三角城市经济协调会为例，研究城市间合作如何从信息交流、主题合作到建立共同市场逐步推进，并归纳出五种伙伴关系类型，对区域规划有政策启示。
Under the framework of partnership,this study investigates inter-city cooperation,using the case of the Forum for the Coordination of Urban Economy of the Yangtze River Delta Region.Through tracing the process of partnership formation and actors' interaction,this paper argues that inter-city cooperation is a process,involving information exchange,thematic cooperation and the establishment of common market sequentially.In addition,a typology of thematic cooperation based on the Yangtze River Delta's experiences is also put forward,including developmental partnership,promotional partnership,coordinating partnership,resource-based partnership and strategic partnership.The research also argues that a real regional governance model similar to it western counterparts is emerging in China.Some policy implementations for regional planning and inter-city cooperation are discussed and problems facing the Forum for the Coordination of Urban Economy of the Yangtze River Delta are also touched.
