ON THE REFORMATION OF THE ADMINISTRATIVE DIVISION OF CHINA ACCORDING THE SPIRIT OF THE FIFTH SESSION OF THE 16TH CPC
回顾反思行政区划制度改革后，依据国家“十一五”规划建议，提出减少层级、调整范围、恢复省县制框架、设计新型城市单元的改革原则与前景，并警示当前县改区趋势。
After a brief retrospect and reflection on the reformation of the institution of the administrative division,this paper puts forward the principle and the foreground of the reformation of the administrative division,on the basis of the Proposal on the National Economy and Social Development Eleventh Five-year Program at the Fifth Session of the 16th CPC.According to this author,firstly,the general policy of the reformation is decreasing administrative level and adjusting range;Secondly,the administrative division system of China should restore to the frame of Province County enacted by the constitution;Thirdly,based on the situation of China,the emphases of the reformation is to design a new mode and new system city-type units in the near future.Currently,the tendency of incorporating the county into a metropolis as a district should be alarmed.
