The Development Model of"Return Project"in Undeveloped Areas
研究了1990年代初河南、安徽等地出现的农民工返乡创业或就业现象（回归工程），以桐城为例分析其概念、成因，认为该现象有助于欠发达地区积累资本和人力资源，推动城镇化与缩小城乡差距。
The phenomenon of the migrant workers return home for entrepreneurship or employment appears in Henan,Anhui,Hunan,Hubei and other places,from the early 1990s.That isReturn project,which studied in this paper.Contrast to the emergence ofthe tide of migrant workers,which cause brain drain and the obstructive development of underdeveloped areas,Return projectplay an active role in promoting the local economy and social development to a certain extent.In this paper,taking Tongcheng as an example,systematically expounds the concept,background,causes,characteristics of Return project based on the development model of underdeveloped areas,finds that there are three reasons for this phenomenon—home station,destination and oneself.For the underdeveloped areas,which are populous and agricultural foundation is weak,Return project will be the most imprort way to accumulation initial capital of economic development and human resources,promoting local development of urbanization and shortening the gap between urban and rural areas.
