Comparison of Environmental Performance Based on Different Strategies of Industrial Ecologization Strategies in Jiangsu Province
利用江苏省资源投入、污染物产生与排放数据,分解为规模、空间结构和技术效应,比较源头减量、清洁生产和末端治理三种策略的环境绩效,发现源头减量优于末端治理,清洁生产效果不更优,技术进步和资源节约是提升绩效的关键。
Based on statistics of resource input quantity,industrial pollutant yields and discharge quantity in Jiangsu Province,each kind of the above three aspects is divided into three effect types: scale effect,spatial structure effect and technical effect by using the complete decomposition model. Environmental performances of source reduction,clear production and endpipe treatment strategies are further analyzed to explore an appropriate way of improving regional industrial ecological development. The results show that source reduction is superior to end-pipe treatment in pollution volume reduction,compared with the former,clear production does not exert a better effect. The role of source reduction and clear production which have become the main direction of industrial ecologization presents a trend of increasing. Resource reduction and end-pipe treatment are the key path to realize the environmental goal. Due to the imperfection of symbiosis system,spatial structure has an uncertain impact on environmental performance. The technology correlation among source reduction,clear production and end-pipe treatment is not very strong. Technical progress and resource saving promote environmental performance improvement in source reduction,while only technological innovation does in clear production and end-pipe treatment. To push forward the transition of industrial ecologization,it is necessary to construct a proper environmental management system facing the whole production process and establish the industrial ecological system paying equal attention to clear production and end-pipe treatment,as well as enhancing the utilization of resources.
