Current Condition and Trends of Public Hearing in Urban Planning Permit System
研究中国转型期城市规划许可制度中公众听证的制度功能，分析其在主要城市的现状与问题，并提出法律框架内的对策。
Public hearing is an important method for interest groups to express their opinions and initiate bargaining activities in urban planning in the transitional society of China.It has great significance on the provision of opened platform for negotiation and consultation between government and other stakeholders.This paper aims to explore institutional function of public hearing in planning permit system by factor of democratic value and procedural rule,and review current condition of its institutional development in major cities.Finally,it demonstrates major problems in institution development based on literal analysis of ordinances and discusses possible countermeasures in existing legal framework.
